The traffic police is working on a package of changes in the procedure for obtaining a driver’s license, Oleg Ponaryin, deputy head of the department, said on the sidelines of the St. Petersburg International Economic Forum (SPIEF) on Friday, June 17.
“A number of changes that are being prepared by our specialized division are only in development and are being discussed, including with the professional community. Therefore, there is no need to talk about the finished product yet … I think that this year there should be progress, ”he told RIA Novosti.
Ponaryin also spoke about the development of rules for riding electric scooters, noting “certain difficulties” in their promotion.
“A very large package of changes has been made in the Rules of the Road. The Ministry of Transport, together with us, developed a corresponding government decree. But there are certain difficulties in its promotion, purely formal,” he added.
The Human Rights Council (HRC) under the President of Russia is preparing proposals to tighten the rules for using electric scooters and other means of individual mobility. On June 15, a member of the HRC, Kirill Kabanov, spoke about this.
On May 18, Senator of the Federation Council Alexander Bashkin said that owners of powerful electric scooters should receive the right to drive them by analogy with the driver’s. This will help reduce the number of accidents with such vehicles.
