The batteries need to be charged to switch on the appliance. So just wait for the first 20 minutes of charging and let your smartphone charge a bit.
There may also be a problem with the power supply. If there is no other charge nearby, try connecting your smartphone to a laptop. However, keep in mind that this method of charging is slower.
If the phone does not charge from third-party power sources (such as USB), it will need to be repaired.
